In releasing its 4th annual report card, Federal and Provincial governments continue to fail Canadians to mental health and substance use health care services. The survey found that 84% of all grades were Fs, while the remaining 16% were Ds. Canadians in 8 of 9 provinces gave the federal government an F for improving access to mental health.
